
Full name: Elmo Sputterspark, aka Megavolt
Age: Presumably the same age as Darkwing, give or take a year or so.
Appearance: Frazzled. Looks like he stuck his finger in a few too many light sockets. Of an unknown species, most likely a mouse or rat judging by his front teeth; normally seen in a yellow jumpsuit with blue gloves and boots, accesorized by a huge set of blue goggles, a huge battery strapped to his back, and a hat that too closely resembles a large plug to be anything else. What little hair he has sticks out from under the hat at odd angles. When in high school he was seen to have brown hair which he wore long and straight. Eye colour unknown - apparently that usual black that most male characters have. *G*

Relationship to Darkwing: One of DW's main enemies; once attended high school with him.
Known relatives: None mentioned.
Occupation: Criminal/nutcase; sometime-member of the Fearsome Five.
Special Skills: First and foremost, powers of electricity. Megavolt is a living energy bolt in a physical form, and as such he can do almost anything energy-related, from electrocuting his enemies, to causing blackouts, to controlling appliances, to (under the right circumstances) plugging into electrical currents and travelling through them. Also possesses vast scientific knowledge - after all, his powers are the result of an accident with his high school science project. Is an inventor and presumably makes up all his own weapons and gadgets. All in all, a pretty smart fella.
Quirks: Is nuttier than a fruitcake; more interested in lightbulbs than people, to the point of dating them and/or making them talk; has trouble remembering his own name, let alone the fact that Darkwing Duck was formerly "Drake the Dweeb" in high school; shorts out when hit with water.

Megavolt, once known as Elmo Sputterspark, is an interesting villain if ever there was one. For starters, just the fact that one of Darkwing's main villains is a crazy electrified rat is interesting in itself. But beyond that, there's the matter of his powers, his attitudes, and the fact that he really is dangerous.
Megavolt is, I think, the first regularly recurring villain that Darkwing has ever faced. And, as it turns out, he's the first villain that Darkwing ever DID face. The truth all comes out in "Clash Reunion", a second season episode that explains a lot...
